In support of ever growing pressure to reduce costs and improve client service delivery (and in no small part influenced by Central Government initiatives like the Public Sector Network), many local authorities are taking the opportunity to fundamentally review all of their current communications services to see whether or not consolidation onto a single common network would make operational and economic sense.

The protocol agnostic nature of private optical networks means that many traditionally separate telecoms services, including Virtual Private Networks, LAN Extensions, Internet Access, Fixed and Mobile Voice Telephony, Closed Circuit Television, Building Control Systems, Traffic management systems and even specialised telemetry systems can be converged upon a common optical transport network. This means that the many different proprietary network services that are often used to carry these services, each with their own installation charges and annual rentals, may now be considered for consolidation upon a common shared fibre infrastructure. There are no service compromises to this approach. Each service retains its own unique characteristics. Security may even be enhanced beyond current levels though the use of optical encryption techniques. Physical security may be enhanced by routing fibres through non-sensitive geographic areas, by securing access chambers in the ground and by housing equipment in physically secure, alarmed cabinets.
